The state's funding formula (referred to as Foundation Budget) was developed in 1993 and remains unchanged, even as the past two and a half decades have brought extraordinary changes to the public education landscape, including MCAS requirements, new state curriculum frameworks, budget losses to charter schools, the rise of expensive modern digital technologies, and increased expenses associated with addressing students' complex social and emotional needs.
In the absence of appropriate state funding, districts must either cut services or place a disproportionate burden on their local taxpayers.
