Legislative Bulletin: Municipal Finance Reform (December 18, 2015)

MASC General Counsel Stephen Finnegan, Esq. has released a Legislative Alert regarding HD 4338, An Act to Modernize Municipal Finance and Government, filed on December 7, 2015. The Act intends to increase the flexibility of local governments by removing some limitations on stabilization and revolving funds, revising certain debt statutes and increasing municipal procurement thresholds.
